President's Report
The National Association of Women in Construction Birmingham Chapter is off to an incredible start this year, building momentum through strong engagement, impactful outreach, and meaningful member experiences. In February, we proudly hosted our Block Kids event at Alabama AGC, made possible by Go Build Alabama. Their generous support allowed us to provide this hands-on experience completely free to all participants and their families—sparking early interest in construction careers and strengthening our community connections. A special thank you to Morgan Puckett for her leadership as Block Kids Chairman and for making this event such a success. We also had the honor of joining the North Alabama and Montgomery chapters at the State Capitol to receive our official proclamation from Governor Kay Ivey recognizing Women in Construction Week.
March was a standout month, with eight dynamic and well-attended WIC Week events that energized our members and highlighted the strength and visibility of our chapter. Thank you to Tina Thompson for her outstanding work as WIC Week Chairman in leading such a successful and impactful week. We continued that momentum by participating in STEM Night at i3 Academy, connecting with students and promoting careers in construction.
Our Lunch & Learn series has added tremendous value this year. A financial planning session led by a local Chief Investment Officer provided insight into preparing for the future, alongside sessions on contractual insurance and a powerful April presentation from a local VP of HR focused on leveling up your career.
Most importantly, thank you to our members for your continued support, involvement, and commitment—your engagement is what makes the Birmingham Chapter thrive. We are growing, making an impact, and just getting started!

Legislative Industry Issues Committee
General Contractor Licensing Exemptions (SB279)
What it does: Expands the list of services exempt from general contractor licensing requirements to include painting, janitorial services, pressure washing, and the maintenance of existing security, HVAC, plumbing, and electrical systems.
Why it matters: Simplifies compliance for specialized maintenance and cleaning firms that do not perform structural construction.
Action required: Review your service offerings to determine if you still require a GC license for specific maintenance-only scopes.
Effective Date: April 2026.
Workforce Development: TRAIN Act (HB517)
What it does: Establishes the Talent Readiness and Industry Needs (TRAIN) Act, which provides two distinct pathways for contractors to receive tax credits:
- Personnel Pathway: Credits for employers who loan qualified employees to serve as instructors in high-demand Career Technical Education (CTE) programs.
- Donation Pathway: Credits for cash donations made to 501(c)(3) community development foundations that support designated CTE programs or supplement instructor salaries.
- Financial Limits: The program is subject to a $10 million annual statewide cap, with a $4 million sub-cap specifically for the donation pathway. Individual tax credits are limited to $250,000 per taxpayer annually.
Why it matters: This law provides a direct financial incentive for contractors to help solve the workforce shortage, whether by providing "boots on the ground" expertise in the classroom or financial support to trade programs.
Action required: Determine if your firm has lead tradespeople capable of part-time instruction, or identify local 501(c)(3) foundations supporting CTE that align with your corporate giving goals.
Effective Date: Tax credits available beginning January 1, 2027.
Commercial Vehicle CDL Requirements (SB242)
What it does: Aligns state law with federal requirements for Commercial Driver’s License (CDL) holders, focusing on English proficiency and proper documentation.
Why it matters: Non-compliance can lead to fines or the disqualification of drivers.
Action required: Audit driver files to ensure all CDL holders meet the updated documentation standards.
Effective Date: March 12, 2026.

Scholarships
The NAWIC Founders' Scholarship Foundation (NFSF) awards over $100,000 in scholarships yearly. The award amounts range from $500 to $2,500. For questions on eligibility of the national scholarships please email [email protected].
Our chapter offers several scholarships, including one in collaboration with Brasfield & Gorrie, to Auburn University. Each applicant must meet the requirements of the individual University/College and submit the application though the school's scholarship platform.
